AMALGAM is probably the most popular place to get your summaries. I feel like they are a tad too short, but the author is pretty concise and hits the major stuff. After all it is a summary

VEOH is a bit easy to watch and download Champloo episodes here. Although you will need to download their software if you want to download thei videos.

WIKI sorry, but the summaries here kind of suck, as in, some of the episodes don't have a summary at all. But at least they have the Japanese kanji, romaji, and English title of each episode.
